The Wales and South-West Regional Hubs come together to help members understand Freeports. From the theory around stimulating economic regeneration to the practical challenges in delivering tangible results.
Celtic Freeport private-public sector partnership is led by Associated British Ports (ABP), Neath Port Talbot Council, Pembrokeshire County Council and the Port of Milford Haven. Comprising c. 500ha land and focused around the two deep water ports at Port Talbot and Milford Haven, the Freeport also includes renewables developers, energy companies, industrial complexes and innovation assets.

Ben Carlton Jones, Infrastructure Strategy, KPMG
Ben is an experienced strategy advisor working with Government departments and agencies, public authorities and the private sector on the development and execution of strategy, governance, procurement and funding for major investment programmes. Ben works across the public and private sectors, and with different levels of government, to implement business cases and innovative investment deals for large multi-sector programmes supporting local economic growth, jobs and development. He has worked with UK’s major ports groups and marine stakeholders engaged in the Government’s flagship Freeports programme.
Cathy Hall, Interim CEO of Celtic Freeport in Wales
Cathy has a background in economics, infrastructure and planning and is seconded into the freeport from ABP, where she is part of the commercial team. ABP is UK’s largest port operator, and as well as the port at Port Talbot, ABP owns and operates a further six ports in the South Wales and the South-West of England. Cathy has been involved in the Celtic Freeport since the Outline Business Case stage in autumn 2023; following approval of its Full Business Case in June 2025, the Freeport recently signed its MoU with the UK and Welsh Governments, which signals the move into the operation and delivery phase.
